This paper introduces a volume comprised of eight papers published in the Bulletin of the World Health Organization on the topic of investing in health. The papers explore the interplay between human health, health policy, and economic development and are the results of major analytical efforts undertaken for a World Development Report to address gaps in comparative data and analyses. The initial four papers in the compilation describe the methods and main substantive conclusions of this first comprehensive attempt to assess the burden of disease by cause for the world as a whole and for the eight regions into which the report is divided. This assessment of the global burden of disease was jointly sponsored by the World Bank and the World Health Organization, and brings together the background work of many contributing specialists. The fifth and sixth papers present an extensive analysis of global health expenditures, while the seventh and eighth papers present the methods and preliminary results of analyses based upon disease burden, health resource availability, and intervention cost-effectiveness to evaluate alternative allocations of resources. The papers point to the reallocation of existing resources which could be expected to improve health conditions substantially in the developing world. This compilation contains the only available comparative assessments of cause of death, disease burden, health expenditures, and international aid for health. The authors have therefore contributed a landmark achievement which will serve as an invaluable resource for policy analysts and scholars.
